The Child Development Center provides care for children in their infancy through 5 years (or Kindergarten age).

CYS Coordinator

Stephanie and her husband, Josh, arrived in January 2018 from the mainland where they were living and traveling in a 1985 VW Vanagon.  They were excited to be back on Kwajalein Atoll as they met in 2010 on Roi and coming back to the RMI was like coming home. Stephanie has three children, all of whom have attended CYS programs since they were two months old.

Stephanie has a B.S. in Physics from the University of La Verne, an M.A. in Education from Claremont Graduate University, and a Ph.D. in Curriculum and Instruction from Kansas State University.  Stephanie's background diversely spans teaching, curriculum development, policy, and research. She has over 18 years of experience in various tutoring, mentoring, teaching, and supervising positions with programs serving students from primary to graduate levels.

Deputy Director

Christy Wagnon has lived and worked on Kwajalein since January of 2013. Christy received her Bachelor of Science in Recreation and Leisure Services Administration from Florida State University and lead an admirable 20-year career with the YMCA focused on teen programming and out of school programming such as summer camp before coming to Kwajalein. Christy is passionate about providing direct care staff with support and teaching them how to better support children in the program because she believes it is important for children to have caring and compassionate adults in their lives.

School Aged Children, Sports, and Youth Center Director

My name is Adriana Lozano, though I prefer to be called Ms. Addy, and I am the new CYS Education Supervisor at Child and Youth Services. You can reach me during the morning hours at my office number, 480-3606, and in the afternoons, I'll be rotating between the SAC program, Youth Sports, and the Teen Center. Originally from Colombia, I now call Orlando home, where I am a proud mother of two amazing girls, both of whom plan to pursue careers in the Air Force. In my free time, I enjoy listening to music, dancing, practicing various sports, and traveling to learn about different cultures. I hold a BS in Education from Barry University, studied Curriculum and Planning at Western Carolina University, and pursued a master's program in Library Information Science at the University of Central Missouri. With 26 years of experience as an educator and media specialist, I've had the opportunity to guide teams through STEAM competitions as a Destination Imagination Team Manager and serve as the Area Director for the Florida Association for the Gifted. I've had the privilege of collaborating with teachers and parents in diverse settings. I am passionate about working with children because I believe in helping them build a solid foundation for success in school and as active members of their communities. As the supervisor of CYS youth programs, my goal is to create academically engaging experiences in an environment that fosters creativity, curiosity, and kindness. I came to Kwajalein last year and was struck by how, despite being a military base, the families here create a warm and welcoming community. Now that I’m back, I’m excited to be a part of the CYS team.

Facility Director

Hi, I am Roida Calladine I have been the Administrative Supervisor for Kwajalein CYS since October 2023. I currently hold a bachelor's degree from Ateneode Davao University in my hometown, Philippines. I have earned units in MBA from the University of Southeastern Philippines. I am a mother of two, my son Jochard a graduate of Bachelor of Science in Mass Communications and my daughter, Jannielle who also has a Bachelor of Science in Foreign Affairs and she is pursuing her Juris Doctor Degree. My husband Rudy has been here in the island for more than 20-years now and was actually a Kwaj kid himself!

In my free time I love to cook, bake, and I thoroughly enjoy re-arranging or cleaning our house and making sure we have a beautiful backyard. I adore dogs although we have no dogs here for the moment but back home, we have 5 dogs, and 2 cute guinea pigs whom I consider my babies.

I find real inspiration everyday working with kids knowing that I am part of their first school experience and at the same time assisting them with their growth and development.
